Call to Order: Meeting was called to order by Chairman Hintz at 7:00 pm and the Pledge of Allegiance was recited.
Roll Call: Chairman Dennis Hintz, Supervisor Tim Pazdra, Supervisor Jerry Kizewski, Clerk Angie Lochinger, Treasurer Josie Napiwocki
4 Town Residents\Visitors.
Approval of Minutes of August 17, 2016: Clerk Lochinger read the Minutes. Supervisor Pazdra motioned to approve the August 17th, 2016 Minutes with a correction to the Informational Buoys section. It should state that the Buoys provided by town resident Thomas Suthers, are to be placed on the water in front of his property, not on his property. Supervisor Kizewski seconded. Motion passed 3-0.
Review and Sign Certified Survey Map: Chairman Hintz and Clerk Lochinger signed the Certified Survey Map from Rosicky Land Surveying for Tim Pazdraâ€™s property.
Hiring Part Time Road Worker: Chairman Hintz discussed having found possible part time road work help for next summer. Supervisor Pazdra suggested posting for a list of available part time workers for snow plowing. Chairman Hintz stated he intends to help out this winter with the snow plowing, but we can also post on the website for additional part time help. Supervisor Kizewski made a motion to table the discussion on hiring for summer 2017 road help, while the Board looks into the proper procedures for hiring part time help. Supervisor Pazdra seconded. Motion passed 3-0.
Replacement Fuel Tank: The Board discussed the bid received last month from Pro Vision. Supervisor Kizewski made a motion to approve the contract received from Provision for a 550 Gallon Sigle Wall UL Storage Tank installed at $1001.20 plus a cost of $360 for fees and registration. Supervisor Pazdra seconded. Motion passed 3-0.
Park and Recreation Improvement Program: Treasurer Napiwocki provided the Board with documentation on the Parks and Recreation Improvement Program. She stated that the paperwork indicates The Parks and Recreation Improvement Program goes through 2016 and that the Board will need to discuss at a later date how they would like to proceed with the Program. Treasurer Napiwocki also stated that the Parks Fund CD renewal came due on September17th with a 10 day grace period. The Board discussed the cost of maintaining South Bay Beach Park annually and interest rates the CD could earn provided by Treasurer Napiwocki. The Board had previously been transferring $600 a year for the past few years to our Parks Savings account to maintain the park. Supervisor Pazdra made a motion to increase the Parks fund to $700 and to renew the Parks CD for 6 months. Supervisor Kizewski seconded the motion. Motion passed 3-0.
Chairmanâ€™s Report: Chairman Hintz stated that he contacted local chip sealing companies and they are not taking on any more work for the year.
Chairman Hintz also reported The Dewey Drive project is completed.
Corey Westfall came and donated 4 hours of work cleaning the ditch, on a portion of our shared road on Birch Drive, with the Town of Guenther, in the hopes we would hire him for future work. Supervisor Kizewski and Pazdra commented they were impressed with his work.
Oakwood Drive is getting its first lift of gravel from town resident Doug Evicaâ€™s driveway east to Haymeadow Drive.
Chairman Hintz contacted the DNR about the Haymeadow Bridge. Chairman Hintz was hoping to avoid replacing the bridge by putting in culverts, as the cost of a new bridge would be approximately $350,000. The DNR said we canâ€™t use culverts, it has to be an open bottom structure. Chairman Hintz contacted a company that makes open bottom structures for approximately $100,000 to $125,000. He also checked with the Portage County Highway Department; in order to get funding for this we can get 50% share cost, but the County would have to do the work. Chairman Hintz confirmed that the Portage County Highway Department would be able to build the same structures as the previous company.
Chairman Hintz requested a Special Town Board Meeting to go over WISLR, which is a local certification map as well as PASAR program. The Board agreed to meet for this special meeting on October 1st at 7:30 am.
Chief Leroy Pukrop provided the Board with a breakdown that was put together by firefighter Malayna Polum, of the profits made at the 2016 Dewey Fire/ Bull Heads Boat Races Fundraiser. Money making totals: $2,791.00. Total expenses to the fire department $511.88. For a grand total profit of $2,279.12. A special thank you to all the sponsors, volunteers and to Jerry Fahrner for hosting this event.
Treasurerâ€™s / Clerkâ€™s Report: Treasurer Josie Napiwocki read the September Treasurerâ€™s report, and Septemberâ€™s reports were reviewed and balanced.
Correspondence: The Board reviewed â€śTurnout for Transportationâ€ť correspondence from The Wisconsin Towns Association.
Approval of Payment of Bills: Supervisor Kizewski motioned to pay the bills. Supervisor Pazdra seconded. Motion passed 3-0.
Citizens wishing to Address the Town Board: Town Resident Dennis Meis requested that without chip sealing, he would request all the pot holes be filled one more time this year. Mr. Meis was also concerned that Dewey Drive appeared too steep since the roadwork has been completed. He and the Board discussed that the shoulders are a little narrow on one side of the road on the South side of Dewey Drive. Chairman Hintz stated that we can add a little more material to the side or talk to American Asphalt about this concern.
Adjournment: Supervisor Pazdra motioned to adjourn. Supervisor Kizewski seconded. Motion passed 3-0. The meeting adjourned 8:41 p.m.
Next meeting will be held on Wednesday, October 19, 2016 at 7 p.m. at the Dewey Town Hall.
