Call to Order: Meeting was called to order by Chairman King at 6:30 pm, the Pledge of Allegiance was recited.
Verify Open Meeting Notice & Roll Call: Open meeting notice was verified. Chairman Maurice King, Supervisor Dennis Meis, Supervisor Dave Zdroik, Clerk Angie Lochinger and Treasurer Josie Napiwocki were present. 4 Town Resident\ Visitors.
Approval of August 16, 2017 & August 22, 2017 Minutes: Supervisor Meis motioned to approve the August 16, 2017 Minutes as presented with a correction. Supervisor Zdroik seconded. Motion passed 3-0.
Supervisor Zdroik motioned to approve the August 22, 2017 Minutes as presented with corrections. Supervisor Meis seconded. Motion passed 3-0.
Citizens wishing to Address the Town Board: Doug Evica suggested gravel be put down on the roads earlier in the season so it can be packed down before winter and he mentioned there is a small hole by the bridge again.
Fire Chief Leroy Pukrop requested a gas card from Kwik Trip in the amount of $200 for the fire department. Chief Pukrop also stated the fire department received an improved ISO rating, going from an 8 to a 7. He explained that anyone living within 5 miles of the fire department could see their insurance rates go down due to this improved rating. Chief Pukrop also reported the boat races at Bullheads Bar & Grill on August 19th raised a profit of $3,850 for the fire department. He went on to say the fire department would like to thank everyone who came out to help out with the event and the many sponsors. Town residents that came to help include: Doug Evica, Chairman Maurice King and his wife Joanne King, Arlene Pukrop, Sandy Meis, Matt Meis, AJ Hawley as well as the Park Ridge fire department. Sponsors include: River’s Edge Campground, Bullheads Bar & Grill, M&R Amusements, Paradise Trucking, Lee Beverage, Reinhardt Foods, Oasis Campground and Nightlife DJ Services. The Dewey fire department would like to give a special thank you to Mr. Jerry Fahrner for hosting the event.
Supervisor Zdroik provided an update on the progress of the Dewey Drive project.
Operator licenses for Bullheads Bar & Grill: Supervisor Zdroik motioned to approve the operator licenses as presented. Supervisor Meis seconded. Motion passed 3-0.
Erection of a sand/salt shed on the town garage property: Chairman King discussed storing approximately 75-100 yards of sand in the winter in a sand/salt shed. He got an estimate for a 22’ x 36’ shed that would cost $13,500 which doesn’t include the concrete work. Chairman King stated he feels this price is too high and they should be able to find something cheaper.
Updating the internet data plan for town business: Clerk Lochinger explained the need for a higher internet data plan for the town hall, as they have been going over the allowed data for the past few months which is resulting in overage fees. The town is currently using cellular hot spots for the fire department and town hall and has a land line for the town hall. Clerk Lochinger provided the board with some pricing options from our current provider US Cellular as well as AT&T. The lowest priced option is from US Cellular, providing 12 GB of data total bundled with the town hall landline for $95 a month plus taxes and fees.
Supervisor Meis motioned to approve the upgraded US Cellular plan for $95 a month. Supervisor Meis seconded. Motion passed 3-0.
Enter into closed session: Supervisor Meis motioned to enter into closed session as per Wis. Stats. 19.85(1)(c) at 6:55 p.m. to perform town workers evaluations. Supervisor Zdroik seconded. Motion passed 3-0.
Chairman King brought the meeting back to open session at 7:06 p.m.
Employment status of the current part time town’s road and maintenance employees: Chairman King stated town workers have completed their 90 days and are doing a good job.
Supervisor Zdroik motioned to continue the employment of the town’s part time road and maintenance employees, Leroy Pukrop and Bill Hansen. Supervisor Meis seconded. Motion passed 3-0.
Replacement of town’s full time road and maintenance employee: Chairman King explained our full time road and maintenance worker has resigned and we will need to advertise for a replacement, with an application deadline of October 10, 2017 and interviews to be held at a meeting to be set on October 11, 2017.
Supervisor Meis motioned to proceed with advertising for the town’s full time road and maintenance position. Supervisor Zdroik seconded. Motion passed 3-0.
Purchase of SPASH card for use on purchases at NAPA: The board discussed purchasing a SPASH card to use on purchases at NAPA. Chairman King suggested we discuss this with NAPA to see if we are already receiving any discounts and if they offer a rewards program.
Supervisor Meis motioned not to purchase a SPASH card and to look into other programs or rewards offered at NAPA. Supervisor Zdroik seconded. Motion passed 3-0.
Donation to the Portage County Historical Society: Chairman King explained the Portage County Historical Society has asked for a $100 donation as they typically do annually.
Supervisor Meis made a motion for the town to donate $100 to the Portage County Historical Society. Supervisor Zdroik seconded. Motion passed 3-0.
Propane Contract from Cooper Propane LLC: The board reviewed 2017-2018 Winter Propane Contract options received from Cooper Propane LLC.
Supervisor Zdroik motioned to approve Option 2: Budget-Payment Program with locked in price of $1.19 for 2500 gallons of propane, to be delivered between September 1, 2017 and May 31, 2018.
Treasurer/Clerk Reports for August: Treasurer Josie Napiwocki read the August Treasurer’s report, and August’s reports were reviewed and balanced.
Supervisor Zdroik motioned to accept the Treasurer and Clerk reports as presented. Supervisor Meis seconded. Motion passed 3-0.
Correspondence: The Board reviewed correspondence. Chairman King received the bridge inspection report which states the bridge on Haymeadow Drive has at least 5-7 years and has no change from the last inspection.
Chairperson’s Report: Chairman King reported patching blacktop for chip seal projects and all chip seal projects have been done. Shouldering has been done on Sunset Drive to County Road DB to County Road X. Also completed shoulder work and replaced damaged driveway culverts on Republic Drive. Repaired washed out shoulder on Sunset Drive north of County Road DB. Graded roads as necessary. Repaired soft spots on Birch Drive and Haymeadow Drive and hauled in road base material as needed. Hauled 8 loads of road base material and grade out on Birch Drive (joint section). Shoulders have been mowed on some dead-end roads. Shouldering has been done on portions of Campsite Drive. Repaired a hole in the road and repaired damaged culvert on Oakwood Drive and patched with blacktop. The culvert on Maple Drive has been replaced and patched with black top. Brush has been cut that was obstructing vision around signs. The toilet in the town garage has been repaired. 6 inches of road base material has been hauled on our portion of Rocky Ridge Drive. Shoulders have been cut down by bridge on Dewey Drive as recommended by DNR to improve drainage. Dewey Drive project has been started. Replaced tires on the tractor.
Set Meeting Dates & Agendas: The next meetings are scheduled October 11, 2017 and October 18, 2017 at 6:30 pm at the Dewey Town Hall.
Approve and Pay Bills: Supervisor Meis motioned to approve and pay the bills. Supervisor Zdroik seconded. Motion passed 3-0.
