Call to Order: Meeting was called to order by Chairman King at 6:30 pm, the Pledge of Allegiance was recited.
Verify Open Meeting Notice & Roll Call: Open meeting notice was verified. Chairman Maurice King, Supervisor Dennis Meis, Supervisor Dave Zdroik, Clerk Angie Lochinger and Treasurer Josie Napiwocki were present. 4 Town Residents\Visitors.
Approval of August 22, 2018 Minutes: Supervisor Zdroik motioned to approve the August 22, 2018 Minutes as presented with the understanding that the profit totals of the fire department fund raiser will be clarified at the next meeting. Supervisor Meis seconded. Motion passed 3-0.
Citizens wishing to address the Town Board: Pete Boetcher inquired if the town board was allowing Amherst Telephone Company to use their heavy trucks on newly seal coated roads. Chairman King explained some of their equipment had done damage to some of our roads such as Sunset Drive. After that issue Amherst Telephone Company was supposed to do their work before the roads were chip sealed this year which is why we got a later start on the road work. He clarified that they are not being told they canâ€™t use their trucks and that he will contact them to discuss it.
Dennis Meis reported that our new full time road and maintenance worker Dave Larson received his CDL license. He also discussed an Amazon Business account that clerk Lochinger opened. Explaining that many items needed for the town can be purchased cheaper from Amazon.
Meg Erler, President of the Stevens Point Board of Education provided information on the upcoming School referendums: Meg Erler attended the meeting to discuss the two Stevens Point Area Public School District referendums that will be on the November 6, 2018 election ballot.
QUESTION 1: Shall the Stevens Point Area Public School District, Portage and Wood Counties, Wisconsin be authorized to exceed the revenue limit specified in Section 121.91, Wisconsin Statutes, by $3,500,000 beginning with the 2018-2019 school year, for recurring purposes to pay operation costs for educational programs, technology and maintenance?
Ms. Erler explained this levy is for learning: provides funding that can be used for staff, educational programs and technology. Community investment would be $0.77 per thousand which would cost $77 on your tax bill for the year on a home valued at $100,000.
QUESTION 2: Shall the Stevens Point Area Public School District, Portage and Wood Counties, Wisconsin be authorized to issue pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $75,900,000 for the public purpose of paying the cost of a District-wide school improvement program consisting of: safety and security improvements; ADA accessibility updates; technology upgrades; remodeling and construction of additions for classrooms, academic areas, cafeterias, kitchens, receiving and other areas; deferred capital maintenance and site improvements; and acquisition of furnishings, fixtures and equipment?
Ms. Erler explained this bond is for building: provides funding that can only be used to build or renovate schools and maintain buildings. Community investment would be $0.69 per thousand which would cost $69 on your tax bill for the year on a home valued at $100,000.
Dale Marth present to address concerns of the town regarding garbage/recycling
Collection: The board discussed concerns with representatives from Advanced Disposal. They explained the issues previously discussed are not going away. Some concerns include garbage is still falling out of trucks and is being left on the roads, the enclosed truck we were promised is not being used weekly, and the driver is jamming the brakes on digging up the roads. Mr. Marth and Mr. Andrea of Advanced Disposal stated they do have a system in place to monitor drivers and see how they are doing and they would appreciate having any issues reported to them as soon as they occur.
Termination of the current Garbage/Recycling Contract: The board discussed the need for the current issues with Advanced Disposal to be addressed as well as some changes to be made to any considered new contracts with them. They also agreed they would need to check around for prices with other Garbage & Recycling companies.
Supervisor Meis motioned to terminate the current garbage and recycling contract with Advanced Disposal effective December 31, 2018. Supervisor Zdroik seconded. Motion passed
Update on the sale of the 1998 one ton pickup truck: Chairman King stated the top bidder backed out of the sale. The next highest bidder offered $3,000 and is waiting to pick the truck up while clerk Lochinger clears up an issue with the title. Chairman King explained the bank is still listed on the title and clerk Lochinger is working with the bank and DMV to remove their name as the truck was paid off 20 years ago.
Operator License: Supervisor Meis motioned to approve the new two-year operator license for Makenzie Wozniak. Supervisor Zdroik seconded. Motion passed 3-0.
Options for dispersing Groundwater Information to town residents: Supervisor Meis discussed groundwater handouts provided by Jen McNelly, Water Resource Specialist from Portage County Planning and Zoning. The handouts included were: DNR Nitrate Brochure - provides basic information about nitrate-nitrogen in drinking water, Tests for Drinking Water from Private Wells â€“ a brochure that discusses different tests for private drinking water wells and a list of state certified labs that do water testing in the Portage County area.
Supervisor Zdroik motioned to display the groundwater handouts on the town website as well as have copies available at the town hall. Supervisor Meis seconded. Motion passed 3-0.
Hiring surveyor to mark road R-O-W for road construction project on Oakwood Drive between Sunset Drive and County Road X: Chairman King stated he would like to hire Callaway Land Surveying to have them mark the road so when we start the road construction project weâ€™re sure we are digging with in our right-of-way.
Supervisor Meis motioned to hire a surveyor to mark road right-of-way for the road construction project on Oakwood Drive. Supervisor Zdroik seconded. Motion passed 3-0.
Authorizing Chairperson and Clerk to meet with an attorney to seek reimbursement for chip seal work on North Reserve Drive: Chairman King explained A-1 Services is no longer willing to reimburse the town for issues with their chip seal work on North Reserve Drive. They previously agreed to redo the road, they are now stating they will be shutting down their chip seal division. The board suggested Chairman King reach out to A-1 Services by e-mail one more time, which Chairman King agreed to.
Supervisor Zdroik motioned if there is no response from A-1 Services to Chairman Kingâ€™s email, to then authorize the chairman and clerk to meet with an attorney to seek reimbursement for chip seal work on North Reserve Drive. Supervisor Meis seconded. Motion passed 3-0.
Winter Propane Contract with Cooper Oil & Propane: The board reviewed and discussed the winter propane contract options from by Cooper Oil & Propane. The board agreed to check around on prices.
Supervisor Zdroik motioned to not accept the winter propane contract with Cooper Oil & Propane. Supervisor Meis seconded. Motion passed 3-0.
Correspondence: The board reviewed correspondence.
Chairperson Report on town work and activities: Chairman King provided a handout on town work and activities for the past month. Some of the work included repairs on the trucks, put up road name signs, repaired the corner of the town garage, repaired concrete under town hall and steps, grade Haymeadow, Birch, Oakwood and Maple roads, removed rock from Pinewood Drive and Haymeadow Drive, replaced two culverts, installed three new culverts, four rip rap culverts, and cleaned some ditches.
Treasurer/Clerk Reports for August: Treasurer Josie Napiwocki read the Augustâ€™s Treasurerâ€™s report, and Augustâ€™s reports were reviewed and balanced.
Supervisor Meis motioned to accept the Treasurer and Clerk reports as presented. Supervisor Zdroik seconded. Motion passed 3-0.
Set Meeting Dates & Agendas: The next Town Board Meetings are scheduled for Wednesday, October 17, 2018 at 6:30 pm and Wednesday, October 24, 2018 at the Dewey Town Hall.
Approve and Pay Bills: Supervisor Zdroik motioned to approve and pay the bills. Supervisor Meis seconded. Motion passed 3-0.
