Call to Order: Meeting was called to order by Chairman King at 6:30 pm, the Pledge of Allegiance was recited.

Verify Open Meeting Notice & Roll Call: Open meeting notice was verified. Chairman Maurice King, Supervisor Dennis Meis, Supervisor Dennis Hintz, Clerk Angie Lochinger and Treasurer Josie Napiwocki were present. 1 Town Residents\Visitors.

Approval of Minutes from the meeting of October 6, 2021: Supervisor Meis motioned to approve the October 6, 2021 Minutes as presented with one correction. Supervisor Hintz seconded. Motion passed 3-0.

Citizens wishing to address the Town Board: Chief Leroy Pukrop announced he will be retiring as fire chief in early 2022, after 45 years of service. Lieutenant Tom Girolamo will also be retiring from the fire department on January 31, 2022, after 25 years of service.

Supervisor Comments/Concerns: Supervisor Meis discussed a piece of equipment, called a road groom, that can be hooked up behind a truck or tractor, to drag road material. Which could be used in addition to the grader for maintaining gravel roads.

Supervisor Hintz inquired if there were any updates on fire engine E-11 and where it will be stored for the winter. He mentioned he noticed some oak trees were topped on Dewey Drive, and asked for the cost of shouldering Dewey Drive.

Approval of a new part of the Municipal Code of the Town of Dewey, specifically Chapter 19, an Ordinance to Adopt the Wisconsin Municipal Records Schedule: Supervisor Hintz motioned to approve a new part of the Municipal Code of the Town of Dewey, specifically Chapter 19, an Ordinance to Adopt the Wisconsin Municipal Records Schedule. Supervisor Meis seconded. Motion passed 3-0.

Update from Animal Control Program Meeting: Treasurer Napiwocki stated there was a presentation provided by the Humane Society of Portage County and the Animal Control team. The Portage County Treasurer provided program and license costs. And Chief Deputy Ben Beaudoin suggested that if residents have animal control issues or complaints that they should call the 24-hour communications center at the Sherriff’s department as opposed to calling the humane society directly due to low staffing at the humane society.

Parks Fund CD: Supervisor Meis motioned to withdraw $650 from the Parks Fund CD to cover wages and to leave the remaining money in the Parks Fund CD to earn interest. Supervisor Hintz seconded. Motion passed 3-0.


Review projects for the TRI and TRID Programs: The board reviewed cost estimates for three potential road projects, including costs for wedging and overlay as well as reconstruction.

2022 – 2026 Five Year Road Plan: Chairman King provided the board with a tentative five-year road plan.

Supervisor Hintz motioned to approve the 2022 – 2026 five-year road plan as presented. Supervisor Meis seconded. Motion passed 3-0.

Update on a Winter Propane Contract: Chairman King stated the winter propane contract with Cooper Oil & Propane for the 2021 – 2022 winter, has been locked in at $1.88 a gallon.

Tractor repairs: The board discussed repairs needed on the John Deere tractor, including the PTO turning constantly, not shutting down. They will look into options for cost to repair.

Treasurer/Clerk Reports for September: Treasurer Josie Napiwocki read the September Treasurer’s report, and September’s reports were reviewed and balanced.

Supervisor Meis motioned to accept the Treasurer and Clerk reports as presented. Supervisor Hintz seconded. Motion passed 3-0.

Correspondence: The board reviewed correspondence.

Chairperson’s Report on town work and activities: Chairman King reported town employee Dave Larson was injured in a work-related accident. They made a turn around on Bluejay Lane for snow plowing, and North Central Wisconsin Regional Planning completed our road ratings.

Review 2021 Newsletter: Treasurer Napiwocki provided the board with a draft of the 2021 Newsletter for review.

Begin work on the Town’s 2022 Budget: The board worked on the Town’s 2022 Budget.

Set Meeting Dates & Agendas: The next Town Board Meeting is scheduled for Wednesday, November 17, 2021 Immediately following the Public Hearing on the 2022 Budget, Special Town Meeting of the Electors and the Public Hearing on Ordinance No.2021-3 which begin at 6:00 p.m.

Approve and Pay Bills: Supervisor Meis motioned to approve and pay the bills. Supervisor Hintz seconded. Motion passed 3-0.

Adjournment: Chairman King adjourned the meeting at 9:09 pm.
