Call to Order: Meeting was called to order by Chairman King at 6:30 pm, the Pledge of Allegiance was recited.

Verify Open Meeting Notice & Roll Call: Open meeting notice was verified. Chairman Maurice King, Supervisor Dennis Meis, Supervisor Dave Zdroik, Clerk Angie Lochinger and Treasurer Josie Napiwocki were present. 6 Town Residents\Visitors.

Approval of September 19, 2018 Minutes: Supervisor Zdroik motioned to approve the September 19, 2018 Minutes as presented. Supervisor Meis seconded. Motion passed 3-0.

Citizens wishing to address the Town Board: Chief Leroy Pukrop stated his snowmobile club agreed they would partner with the town and/or a possible ATV club if the town approves the use of ATV vehicles on town roads. Supervisor Meis stated he noticed the back tires on the tractor will need to be replaced soon and he also suggested the board start discussing the purchase of a snow plow for the one ton truck soon. Supervisor Zdroik mentioned the culvert on Oriole Lane is plugged and suggested it be looked at.

Rick Letto from Amherst Telephone Company will present an update on the broadband
application grant and work currently being done: Rick Letto from Amherst Telephone Company attended the meeting and provided project and grant application updates. Mr. Letto notified the board that the Town of Dewey was awarded a broadband grant.

“Request for Proposals” for residential waste and recyclable materials collection for the Town of Dewey: Representatives from Advanced Disposal and Harter’s Fox Valley Disposal attended the meeting to go over their proposals and answer questions. Harter’s proposal was $7,000 less a year than Advanced Disposal.

Supervisor Meis motioned to put the decision off until another meeting when we have time to read the proposals and contracts. Supervisor Zdroik seconded.

Supervisor Meis motioned to amend the original motion and authorize the Chair to review the contract with representatives of Harter’s to work through the contract language and discuss and act on at the October 24th town meeting. Supervisor Zdroik seconded. Motion passed 3-0.

Supervisor Zdroik motioned to approve the amended motion authorizing the Chair to review the contract with representatives of Harter’s to work through the contract language and discuss and act at the October 24th town meeting. Supervisor Meis seconded. Motion passed 3-0.
Draft of an Ordinance to allow for the use of ATV/UTV Vehicles on town roads: Chairman King provided “ATV Route Guideline and Suggestions” handouts for the board to review and discuss. The board decided they would like to have someone from the Sheriff’s Department and the DNR attend a meeting to get more information and discuss this further.

Updated draft of the Town of Dewey’s “Temporary Use Permit” for Agricultural Event Center: Chairman King provided an updated draft of the town’s Temporary Use Permit. The board reviewed and discussed the Permit. Regan Pourchot attended the meeting and mentioned his project is currently on hold for the time being. The board agreed they will set the Temporary Use Permit aside for now, as it is nearly completed. They will complete the draft if the Pourchot’s decide to continue with the project.

Membership of the Town of Dewey’s Temporary Use Permit Committee: The board agreed to table the discussion of a Temporary Use Permit Committee until they need to discuss the Temporary Use Permit further.

Bonding for Treasurer for tax collection: Treasurer Napiwocki provided an update on bonding for tax collection purposes. She checked with our current insurance company, Rural Mutual and the rates are the same as last year. She also checked with the Horton Group which offers considerably lower rates.

Supervisor Meis motioned to bond the treasurer for tax collection purposes with the Horton Group for the County, State and Schools. Supervisor Zdroik seconded. Motion passed 3-0.

Motion to enter into closed session to perform town road & maintenance worker 90 day evaluation: Supervisor Meis motioned to enter into closed session per Wis. Stats. 19.85(1)(c) to perform town road & maintenance worker 90 day evaluation at 7:46 pm. Supervisor Zdroik seconded. Motion passed 3-0.

Chairman King brought the meeting back into open session at 7:59 pm.

Setting the wage for the town road & maintenance employee following the completion of the 90 day probationary period: Chairman King motioned set the wage for Dave Larson at $20 an hour effective October 22, 2018. Supervisor Zdroik seconded. Motion passed 3-0.

Updates to the Town of Dewey Employee Handbook: Chairman King provided an updated draft of the Town of Dewey Employee Handbook.

Update on meeting with legal counsel regarding seeking reimbursement for chip seal work on North Reserve Drive: Chairman King and Clerk Lochinger have an appointment with attorney
Brian Formella from Anderson O’Brien law firm, to discuss seeking reimbursement from A-1 Services for chip seal work on North Reserve Drive.

Correspondence: The board reviewed correspondence.
Chairperson Report on town work and activities: Chairman King provided a report on town work some of which included; grade all roads, organize sing inventory, put up new road signs, sweep loose stones at several intersections, patched potholes and other minor road maintenance work, 3 rip rap culverts, hauled granite, repair and equipment maintenance, winterize town hall ac unit, replace women’s toilet in town garage and spray patching to be reviewed by Fahrner Asphalt.

Treasurer/Clerk Reports for September: Treasurer Josie Napiwocki read the September’s Treasurer’s report, and September’s reports were reviewed and balanced.

Supervisor Meis motioned to accept the Treasurer and Clerk reports as presented. Supervisor Zdroik seconded. Motion passed 3-0.

Set Meeting Dates & Agendas: The next Town Board Meetings are scheduled for Wednesday October 24, 2018 at the Dewey Town Hall.

Approve and Pay Bills: Supervisor Meis motioned to approve and pay the bills. Supervisor Zdroik seconded. Motion passed 3-0.

Adjournment: Chairman King adjourned the meeting 9:03 pm.
