Call to Order: Meeting was called to order by Chairman King at 6:34 pm, the Pledge of Allegiance was recited.

Verify Open Meeting Notice & Roll Call: Open meeting notice was verified. Chairman Maurice King, Supervisor Dennis Meis, Supervisor Dave Zdroik, Clerk Angie Lochinger and Treasurer Josie Napiwocki were present. 3 Town Resident\ Visitors.

Approval of October 18, 2017 Minutes: Supervisor Zdroik motioned to approve the October 18, 2017 Minutes as presented. Supervisor Meis seconded. Motion passed 3-0.

Citizens wishing to Address the Town Board: Doug Evica mentioned having trouble locating this month’s meeting times on the website. Mr. Evica also requested the “Chairman’s Report on town work and activities” be moved up higher on the Agenda. Jerry Kizewski inquired about road grading. Supervisor Dennis Meis reported he had attended a DNR meeting where they offered if anyone is interested in providing their thoughts and experiences pertaining to outdoor recreation, you can fill out a form on their website at dnr.wi.gov and enter keyword “ROA”. Supervisor Meis also shared two checks that the Lake Dubay Lions Club has generously donated again. A check for $300 to the Dewey Fire Department and a check for $250 to Dewey EMS.

Discussion/Action on license for Crocker’s Landing Mobile Home Park: Supervisor Zdroik motioned to approve the license for Crocker’s Landing Mobile Home Park for 2018. Supervisor Meis seconded. Motion passed 3-0.

Assessor’s contract with Pauls & Associates: The board reviewed revaluation and maintenance contracts received from Pauls & Associates for the next 3 years. The revaluation contract fee is $29,400 for 2018 – 2019 and the maintenance contract fee is $8,400 for 2020.

Supervisor Zdroik motioned to approve the contracts with Pauls & Associates for the next three years. Supervisor Meis seconded. Motion passed 3-0.

Discussion/Action on Resolution Number 4-2017, a resolution to designate snowmobile Routes on town roads: Supervisor Meis motioned to approve Resolution 4-2017, a resolution to designate snowmobile routes on town roads. Supervisor Zdroik seconded. Motion passed 3-0.

Discussion/Action on Resolution Number 5-2017, a resolution to amend the town’s 2017 Budget: Chairman King explained this is to take funds from accounts that we didn’t spend as much money as we originally anticipated and transfer those funds to other accounts where the money was spent.

Supervisor Zdroik motioned to approve Resolution 5-2017, a resolution to amend the town’s 2017 Budget. Supervisor Meis seconded. Motion passed 3-0.

Discussion/Action on Town of Dewey 2018-2021 Road Plan: Copies were provided to everyone and the board reviewed the 2018-2021 Road Plan.

Supervisor Zdroik motioned to accept the Town of Dewey 2018 – 2021 Road Plan. Supervisor Meis seconded. Motion passed 3-0.

Discussion/Action on adopting the Town of Dewey’s 2018 Budget: Supervisor Meis motioned to adopt the 2018 Budget for the Town of Dewey. Supervisor Zdroik seconded. Motion passed 3-0.

Discussion/Action on “municipal treasurer’s bond” for tax collection purposes: Treasurer Napiwocki explained that state legislature has recently changed the laws regarding the municipal treasurer’s bond for tax collection purposes and the fees for bonding will cost more now. The options are to pay the higher fee for the bond or adopt a town ordinance where the township assumes the risk. Treasurer Napiwocki stated we paid $165 last year for the bond which covered $250,000. This year the estimate from the insurance agent is approximately $1100. After further review, Treasurer Napiwocki explained the new state statute only requires the municipal treasurer’s bond cover liability to the county’s tax collection, not the municipality or school district tax collection, which would bring the fee for the bond down the approximately $359. Chairman King’s recommendation is that Treasurer Napiwocki obtain the bond per state statute for the county’s portion and have a discussion with the insurance agent for next year and see what other towns are doing at that time.

Supervisor Meis motioned to approve the municipal treasurer’s bond for tax collection purposes. Supervisor Zdroik seconded. Motion passed 3-0

Discussion/Action on utilizing an accountant for this year’s W-2’s reports and the Form CT, Financial report: Chairman King recommended using an accountant again for this year’s W-2 reports and Form CT Financial Report while the clerk and treasurer get more familiar with the accounting program. He suggests we revisit and review this service next year.

Supervisor Zdroik motioned to approve utilizing an accountant for this year’s W-2 reports and Form CT Financial Reports. Supervisor Meis seconded. Motion passed 3-0.

Treasurer/Clerk Reports for October: Treasurer Josie Napiwocki read the October Treasurer’s report, and October’s reports were reviewed and balanced.

Supervisor Meis motioned to accept the Treasurer and Clerk reports as presented. Supervisor Zdroik seconded. Motion passed 3-0.

Correspondence: The Board reviewed correspondence.

Chairperson’s Report: Chairman King reported that our road and maintenance worker Andy Gorski is back. The road workers have been putting up snow fence posts, snow plows on and getting the equipment ready for winter. They are hauling sand/salt and putting weight limit posts in for the signs in the spring and cleaning up the garage.

Approve and Pay Bills: Supervisor Meis motioned to approve and pay the bills. Supervisor Zdroik seconded. Motion passed 3-0.

Set Meeting Dates & Agendas: The next Town Board Meeting is scheduled for Wednesday, December 13, 2017 at 6:30 pm at the Dewey Town Hall.

Adjournment: Chairman King adjourned the meeting at 8:30 pm.
