Call to Order: Meeting was called to order by Chairman King at 6:07 pm, the Pledge of Allegiance was recited.

Verify Open Meeting Notice & Roll Call: Open meeting notice was verified. Chairman Maurice King, Supervisor Dennis Meis, Supervisor Dave Zdroik, Clerk Angie Lochinger and Treasurer Josie Napiwocki were present. 19 Town Residents\Visitors.

Approval of March 7, 2018 Minutes: Supervisor Zdroik motioned to approve the March 7, 2018 Minutes as presented. Supervisor Meis seconded. Motion passed 3-0.

Citizens wishing to Address the Town Board: Doug Evica inquired why there are no road limit signs on our gravel roads. Chairman King explained we don’t post the gravel roads, just the blacktop roads.

Discussion/Action on adoption of Ordinance No.2018 – 1, an ordinance to amend the Town of Dewey Comprehensive Plan to change the NAP – Natural Areas Protected future land use designation on the Future Land Use Map to/from L3-Limited Ag/Mixed Use for parcels #’s 014-25-0701-13.02; 014-25-0701-03.03; and 014-25-0701-04.04: Supervisor Zdroik motioned to adopt Ordinance No. 2018-1. Supervisor Meis seconded. Motion passed 3-0.

Discussion/Action on a recommendation to the Portage County Board for the request from
Regan and Ann Pourchot for zoning changes to applicable portions of parcel #’s 014-25-0701-13.02; 014-25-0701-03.03 and 014-25-0701-04.04 from Conservancy to A4 and A4 to Conservancy to reflect the most current data for flood plain and wetland boundaries: Supervisor Zdroik motioned to approve the recommendation to the Portage County Board for the request from Regan and Ann Pourchot for zoning changes to applicable portions of parcel #’s 014-25-0701-13.02; 014-25-0701-03.03 and 014-25-0701-04.04 from Conservancy to A4 and A4 to Conservancy to reflect the most current data for flood plain and wetland boundaries. ** Note: Supervisor Meis is on the Portage County Board of Adjustments. He sat out from the next four Agenda items due to this conflict of interest.

Discussion/Action on a recommendation to the Portage County Board of Adjustments on a request from Regan and Ann Pourchot for a Special Exception to operate a tourist rooming
house on parcel #014-25-0701-13.02 at 4532 County Road X: Regan Pourchot explained they have been extensively renovating the farm house. They would like to rent it out as a tourist rooming house as basically a vacation rental. He explained they would like to rent the home out on weekends primarily and if they have the event barn, the two rentals would work nicely together for wedding parties or other weekend rentals.

Chairman King stated he thoroughly reviewed the Town of Dewey’s Comprehensive Plan and the conditions recommended by the Pourchots and by the Plan Commission. He proposed additions/deletions and/ or changes to that list of conditions on the request for a Special Exception to operate a tourist rooming house on parcel #014-25-0701-13.02 at 4532 County Road X.

Supervisor Zdroik motioned to approve the recommendation to the Portage County Board of Adjustments on the request from Regan and Ann Pourchot for a Special Exception to operate a tourist rooming house on parcel #014-25-0701-13.02 at 4532 County Road X with the proposed additions/deletions and/or changes to the Pourchot and/or Plan Commission conditions. Chairman King seconded. Motion passed 2-0.

Discussion/Action on a recommendation to the Portage County Board of Adjustments on a request from Regan and Ann Pourchot for a Special Exception to operate an Agricultural
Event Center on parcel #014-25-0701-13.02 at 4532 County Road X: Regan Pourchot explained they would like to renovate the barn and turn into an agricultural event center. They would be looking for a seasonal license to operate, with plans to rent out the barn approximately 12-14 weekends a year. The barn’s capacity would likely be around 250-300 people used primarily for weddings and an occasional Church or charity event.

A few residents requested the Board follow along with the Plan Commission’s recommendation to deny the Pourchot’s request to operate an event center and Irv Wachowiak provided a petition signed by approximately 80 residents opposing the event barn. Jerry Kizewski questioned the legality of this petition as Mr. Wachowiak is a land owner and not a town resident.

Chairman King proposed additions/deletions and/ or changes to the Pourchot and/or Plan Commission list of conditions on the request for a Special Exception to operate an Agricultural Event Center on parcel #014-25-0701-13.02 at 4532 County Road X.

Chairman King seconded. Motion passed 2-0.

Discussion/Action on a recommendation to the Portage County Board of Adjustments on a request from Regan and Ann Pourchot for a Special Exception to operate a Campground
on parcel #014-25-0701-13.02 at 4532 County Road X: Regan Pourchot explained in the County there is a limit of approximately 3-5 campers, RV’s or tents you can have on your property. He explained they were hoping if the event center was rented that they would be able to exceed that number of campers and that is why they have requested the campground permit.

Chairman King proposed additions/deletions and/ or changes to the Pourchot and/or Plan Commission list of conditions on the request for a Special Exception to operate a Campground on parcel #014-25-0701-13.02 at 4532 County Road X.

Supervisor Zdroik motioned to approve the recommendation to the Portage County Board of Adjustments on the request from Regan and Ann Pourchot for a Special Exception to operate a Campground on parcel #014-25-0701-13.02 at 4532 County Road X with the proposed additions/deletions and/or changes to the Pourchot and/or Plan Commission conditions. Chairman King seconded. Motion passed 2-0.

exceed six square feet on parcel #014-25-0701-13.02 at 4532 County Road X: Supervisor Zdroik motioned to approve the recommendation to the Portage County Board of Adjustments on a request from Regan and Ann Pourchot for a Special Exception to erect a sign that would
exceed six square feet on parcel #014-25-0701-13.02 at 4532 County Road X. Chairman King seconded. Motion passed 2-0.

Update on a meeting with Representative of Portage County Planning & Zoning, Representatives of Earth Inc. and quarry owner John Oberthaler: Items reviewed at this meeting were from the concerns expressed at the town board meeting on January 31, 2018. Chairman King read notes from this meeting addressing each concern.

Supervisor Meis discussed some concerns such as not locking the gate as required, missing annual reports and annual meetings with the board and the decline in his water quality which he admitted he had not had tested. Supervisor Meis also had concerns about trees that were cut down on the South side which were required to remain there and lack of a containment area for maintaining vehicles.

The quarry owner, John Oberthaler explained the reason he is asking for the town to allow hauling from the quarry on Saturdays is because he had received requests from people asking if they could get material on Saturdays. He feels it is most likely people wanting to work on weekend projects and doesn’t expect this to cause a lot of extra traffic to the quarry. He explained as far as the trees being cut down, they had contacted a professional logger who suggested they cut some trees down so the ones that remain would be more vibrant and healthy. He also explained that it’s difficult to administer locking the gate every night since its not an active quarry with a full time employee. Each driver comes in and loads the trucks themselves, not knowing who is the last one to come in.

Peter Hintz and Dusty Luebke expressed concerns about the noise from the quarry and inquired when the crusher would be moved to the bottom of the pit.

Discussion/Action on a request from John Oberthaler and Earth Inc. to change the condition set by the Town of Dewey on hours of operation to allow for hauling from the quarry on

Chairman King seconded. Motion passed 3-0.

Discussion/Action on the purchase of a used street sweeper: Chairman King explained the Town of Hull is getting a new street sweeper and they are willing to sell their old one to us for $3,000. Our road workers have taken a look at it and reported it’s in good shape.

Supervisor Zdroik motioned to approve the purchase of the used street sweeper. Supervisor Meis seconded. Motion passed 3-0.

Chairperson’s Report: Chairman King stated the road workers are currently going through inventory of the garage and checked all the fire number signs in the town.

Correspondence: The Board reviewed correspondence.

Set Meeting Dates & Agendas: The next Town Board Meetings are scheduled for Wednesday April 4, 2018 at 6:00 pm and Wednesday April 18, 2018 at 6:00 pm at the Dewey Town Hall.

The Annual Meeting is scheduled for Tuesday April 17, 2018 at 6:30 pm at the Dewey Town Hall.

Treasurer/Clerk Reports for February: Treasurer Josie Napiwocki read the February Treasurer’s report, and February’s reports were reviewed and balanced.

Supervisor Meis motioned to accept the Treasurer and Clerk reports as presented. Supervisor Zdroik seconded. Motion passed 3-0.

Approve and Pay Bills: Supervisor Zdroik motioned to approve and pay the bills. Supervisor Meis seconded. Motion passed 3-0.

Adjournment: Chairman King adjourned the meeting at 9:05 pm.
