Call to Order: Meeting was called to order by Chairman King at 6:30 pm, the Pledge of Allegiance was recited.

Verify Open Meeting Notice & Roll Call: Open meeting notice was verified. Chairman Maurice King, Supervisor Dennis Meis, Supervisor Dave Zdroik, Clerk Angie Lochinger and Treasurer Josie Napiwocki were present. 1 Town Residents\Visitors.

Approval of March 13, 2019 Minutes: Supervisor Meis motioned to approve the March 13, 2019 Minutes as presented. Supervisor Zdroik seconded. Motion passed 3-0.

Citizens wishing to address the Town Board: Chief Leroy Pukrop discussed repairs needed for fire department truck Engine 3.

Ordinance No. 2019-1, an ordinance to revise and amend the General Code of Ordinances of the Town of Dewey, specifically the addition of Chapter 18: The board reviewed Ordinance No. 2019-1; Ordinance Designating All-Terrain Vehicle and Utility-Terrain Vehicle Routes and Regulating the Operation of All-Terrain and Utility-Terrain Vehicles. They discussed making the Ordinance effective June 1st, 2019 allowing time to get the required signage.

Supervisor Zdroik motioned to adopt Ordinance No. 2019-1, an ordinance to revise and amend the General Code of Ordinances of the Town of Dewey, specifically the addition of Chapter 18 as presented, to take effect June 1, 2019. Supervisor Meis seconded. Motion passed 3-0.

Newsletter regarding ATV/UTV routes on town roads: Chairman King provided a newsletter to be mailed out to residents with town ATV/UTV route rules and regulations information.

Supervisor Meis motioned to approved the newsletter as written. Supervisor Zdroik seconded. Motion passed 3-0.

Motion to reconsider options for financing repairs to the town garage roof: The board discussed borrowing funds for the entire town garage roof repair project. They noted higher than anticipated costs for maintenance repairs on town trucks used out of the budget already this year.

Supervisor Zdroik motioned to reconsider the options for financing repairs to the town garage roof. Supervisor Meis seconded. Motion passed 3-0.

Loan application to the Board of Commissioners of Public Lands for repairs to the town garage roof: Chairman King provided multiple interest rate and loan term options for the board to review.

Supervisor Meis motioned to file a loan application with the Board of Commissioners of Public Lands with a 3-year loan term at 4% interest for the entire cost of repairs to the town garage roof $36,500. Supervisor Zdroik seconded. Motion passed 3-0.

Purchase of road right-of-way on the east ½ mile of Oakwood Drive between Sunset Drive and County Road X: Supervisor Zdroik motioned to purchase the road right-of-way on the east ½ mile of Oakwood Drive between Sunset Drive and County Road X. Supervisor Meis seconded. Motion passed 3-0.

Updates to the Town of Dewey Drug and Alcohol Testing Policy: The board reviewed an updated copy of the Town of Dewey’s Drug and Alcohol Testing Policy. Clerk Lochinger and Treasurer Napiwocki provided some suggestions and corrections.

Supervisor Meis motioned to postpone action on the Town of Dewey Drug and Alcohol Testing Policy until all corrections are made. Supervisor Zdroik seconded. Motion passed 3-0.

Preparing bids/quotes for 2019 road work projects: Chairman King provided documents to request road work equipment rate quotes, crushed granite and road base quotes, crushed granite delivered bids and chip seal bids for 2019 road work projects.

Supervisor Zdroik motioned to send out the bid/quote requests for 2019 road work projects. Supervisor Meis seconded. Motion passed 3-0.

Updating the town’s website: The board discussed the need to update the town’s website. Chairman King suggested Clerk Lochinger check into the cost of updating our current website and other website pricing for a future meeting.

Supervisor Meis motioned to postpone action on updating the town’s website until we have more information. Supervisor Zdroik seconded. Motion passed 3-0.

Correspondence: The board reviewed correspondence.

Chairperson’s Report on town work and activities: Chairman King reported truck maintenance: we have had repairs done on the Sterling and looking at fixing the oil pan on the Peterbilt. The County has been steaming out culverts, the town septic needed to get pumped again due to run off water.

Treasurer/Clerk Reports for February: Treasurer Josie Napiwocki read the February Treasurer’s report, and February’s reports were reviewed and balanced.

Supervisor Zdroik motioned to accept the Treasurer and Clerk reports as presented. Supervisor Meis seconded. Motion passed 3-0.

Set Meeting Dates & Agendas: The next Town Board Meetings are scheduled for Wednesday, April 10, 2019 at 6:30 pm and Wednesday, April 24, 2019 at 6:30 pm at the Dewey Town Hall. The Annual Town Meeting is scheduled for Tuesday, April 16, 2019 at 6:30 pm at the Dewey Town Hall.

Approve and Pay Bills: Supervisor Zdroik motioned to approve and pay the bills. Supervisor Meis seconded. Motion passed 3-0.

Adjournment: Chairman King adjourned the meeting 8:00 pm.
