June 16, 2021 Town of Dewey Board Meeting
Note: These are the proposed Minutes that will be approved at the next Board meeting.

Call to Order: Meeting was called to order by Chairman King at 6:30 pm, the Pledge of Allegiance was recited.
Verify Open Meeting Notice & Roll Call: Open meeting notice was verified. Chairman Maurice King, Supervisor Dennis Meis, Supervisor Dennis Hintz, Clerk Angie Lochinger and Treasurer Josie Napiwocki were present. 2 Town Residents\Visitors.
Approval of Minutes from the meetings of May 19,2021: Supervisor Meis motioned to approve the May 19, 2021 Minutes as presented. Supervisor Hintz seconded. Motion passed 3-0.
Citizens wishing to address the Town Board: Tom Czaplinski reported concerns with
the gravel pit on Sunset Drive. The town board advised him to discuss this with Portage County Planning and Zoning.
Supervisor Meis reported Fahrner Asphalt reviewed the chip seal on Oakwood Drive. They plan to put another layer of black slag stone on top.
Supervisor Hintz stated Dewey Drive, from where the new blacktop is, to County Highway Y, is too crowned. He suggested they look into doing an overlay and wedge the sides. He also discussed PILT funds and the Polaris key found outside the town hall, which has not been claimed.
Establishing speed limits on some town roads: Stephanie Czaplinski requested a speed limit sign be put up on Maple Drive, as vehicles are driving too fast. The board explained to change the speed limit, they would need to update the traffic control ordinance. The board discussed putting up a “slow children” sign until they can discuss further and possibly update the ordinance.
Liquor, Operator and Cigarette Licenses: The board reviewed renewal alcohol beverage license applications for Class “B” Combination Beer & Liquor Licenses for Tiki Beach Bar & Grill, Bullheads Bar & Grill, Rangeline’s Family Bar & Grill LLC and Bar-B’s Sunset Bay Grill as well as operator license applications. There were no cigarette license applications at this time. They also discussed concerns regarding the volume and hours of music at to Tiki Beach Bar & Grill and Bullheads Bar & Grill. The board agreed to send a letter to the two bars that they will continue to monitor the situation.
Supervisor Hintz motioned to approve all liquor and operator licenses as presented, with a warning letter to C & D Hospitality, d/b/a Tiki Beach Bar & Grill and Bullheads Bar & Grill. Supervisor Meis seconded. Motion passed 3-0.
Picnic License for Saint Mary’s Church: Supervisor Meis motioned to approve the July 17, 2021 picnic license for Saint Mary’s as presented. Supervisor Hintz seconded. Motion passed 3-0.
Resolution No.4 - 2021, a resolution to amend the 2021 budget: Chairman King explained this resolution is to transfer $5,000 from Fire Services to Loans Principal and Loans Interest for the fire department’s extra payment on Engine 1.
Supervisor Meis motioned to approve Resolution Number 4 -2021, a resolution to amend the Town’s 2021 Budget. Supervisor Hintz seconded. Motion passed 3-0.
Purchase of a wood chipper: Supervisor Meis explained that he and the town employees went to the Town of Carson to try out their wood chipper to see if that type would work for us. We have been renting a chipper and would like to look at purchasing one instead. Chairman King recommended he provide a model, price and dealer so they can discuss further.
Wisconsin Municipal Records Schedule: Treasurer Napiwocki explained she has been attempting to clean up some of the office file cabinets, but town records need to be retained for different amounts of times. She contacted the Wisconsin Towns Association and the Wisconsin Historical Society. We could update our latest resolution regarding town records and then fill out a form with the Wisconsin Historical Society.
Update on setting up credit card: Treasurer Napiwocki and Clerk Lochinger provided an update on setting up the town credit card. The credit application was approved with a $1,000 credit line. After speaking to the underwriting company regarding raising the limit, it was discovered they would need to run a credit report on the authorized user. The board discussed exploring other options.
Update on 2021 dog licensing: Treasurer Napiwocki provided an update on unregistered dog licenses. The board discussed having the sheriff’s department or the humane society assist with enforcement of dog licensing.
Treasurer/Clerk Reports for May: Treasurer Josie Napiwocki read the May Treasurer’s report, and May’s reports were reviewed and balanced.
Supervisor Hintz motioned to accept the Treasurer and Clerk reports as presented. Supervisor Meis seconded. Motion passed 3-0.
Correspondence: The board reviewed correspondence.
Chairperson’s Report on town work and activities: Chairman King reported crack sealing has been completed and Fahrner Asphalt plans to chip seal in early July. Dust control has been done on town roads and Ladick Road Materials will be hauling granite next week. Chairman King and Clerk Lochinger will be meeting soon with Rural Mutual to review the town’s insurance coverages.
Set Meeting Dates & Agendas: The next Town Board Meeting is scheduled for Wednesday,
July 21, 2021 at 6:30 pm at the Dewey Town Hall.
Approve and Pay Bills: Supervisor Meis motioned to approve and pay the bills. Supervisor Hintz seconded. Motion passed 3-0.
Adjournment: Chairman King adjourned the meeting at 8:34 pm.
