Call to Order: Meeting was called to order by Chairman King at 8:00 pm, the Pledge of Allegiance was recited.
Verify Open Meeting Notice & Roll Call: Open meeting notice was verified. Chairman Maurice King, Supervisor Dennis Meis, Supervisor Dave Zdroik and Clerk Angie Lochinger were present.
4 Town Residents\Visitors.
Approval of July 19, 2017 Minutes: Supervisor Zdroik motioned to approve the July 19, 2017 Minutes as presented. Supervisor Meis seconded. Motion passed 3-0.
Citizens wishing to Address the Town Board: Vicky Napiwocki inquired why there has been so many meetings lately. Chairman King explained there has been a lot of business to take care of, including hiring town road workers. Jerry Kizewski asked why the roads are not being graded. Chairman King explained that they are behind on the road work needing to be done due to the switch in Board members after the spring election, and having to hire road workers. Mr. Kizewski went on to say Birch Drive and Haymeadow Drive need to be graded. Chairman King stated Birch Drive has been graded three times since he has been Chairman. Doug Evica agreed that Haymeadow Drive is in bad condition and needs grading. Mr. Kizewski stated on Birch Drive the town worker had mowed the shoulders one day and then came back the next day to do the other side of the road. Another day he noticed the town dump had been mowed but none of the shoulders along the way had been mowed. He is wondering why the town isn’t just paying overtime or comp time to do the job all at once, which he feels would make more sense and be more time efficient. The Board pointed out that Mr. Kizewski doesn’t know what the town worker’s schedule was like on those days. Mr. Kizewski also commented he feels the roads should have been graded before we paid to have dust control sprayed on the roads. Chairman King explained we tried to get them graded as close to when the roads were going to be sprayed for dust control. He went on explain they won’t schedule dust control when there is rain in the forecast, which there always was earlier this summer. Vicky Napiwocki inquired if the Board get paid to attend Town Plan Commission meetings. She explained she feels this doesn’t make sense when in the past the Plan Commission members themselves never charged for meetings. Chairman King explained the Board can get paid for attending Plan Commission meetings and that Plan Commission members have a per diem amount set up and can choose if they want to get paid also. Mrs. Napiwocki inquired why the Treasurer gets paid less per meeting than the Clerk and the Board. Chairman King stated that’s the way the town residents set it up many years ago. To change this, it would have to be addressed at a special town meeting or the Annual meeting.
Change Orders for Dewey Drive Road Work Projects: A representative from American Asphalt attended the meeting to discuss change orders for the Dewey Drive road work projects. Four changes orders were presented and discussed.
Supervisor Meis motioned to accept American Asphalt’s change order to increase the shoulders from 2 ½ feet to 5 feet for the original ¾ mile of Dewey Drive at a cost of $6,276.95. Supervisor Zdroik seconded. Motion passed 3-0.
Supervisor Zdroik motioned to approve American Asphalt’s change order request for the furnishing of 8” of 1 ¼ Mitch King base material for the original ¾ mile of Dewey Drive at a cost of $24,141.26. Supervisor Meis seconded. Motion passed 3-0.
Chairman King motioned to reject American Asphalt’s change order request for the placement and compaction of 8” of 1 ¼ road base for the original ¾ mile of Dewey Drive at a cost of $39,139.10 and to bid that work out. Supervisor Zdroik seconded. Motion passed 3-0.
Supervisor Zdroik motioned to approve American Asphalt’s change order request for furnishing, placement and compaction of 8” of Mitch King road material for the additional ¼ mile of Dewey Drive at a cost of $21,689.81. Supervisor seconded. Supervisor Meis seconded. Motion passed 3-0.
Questionnaire from Portage County Regarding Groundwater Programming: The Board completed a questionnaire regarding groundwater programming, provided by the Portage County Groundwater Citizen Advisor Committee(GCAC).
Chairman’s Report: Chairman King reported that the road workers have finished the shoulder mowing, replaced a valve on the Sterling, fixed the air conditioner on the grader and finished cleaning out the dump. Brake lights on the pickup truck have been replaced, and the front brakes repaired. To get ready for the upcoming chip sealing, granite has been hauled to Eau Claire Road to build the road up and then graded, Bay View Circle has been graded and patching blacktop has been started on North Reserve Drive. Gary Kawleski will be coming this week to replace the culvert on Maple Drive and to dig up the two rocks on North Reserve Drive.
