Call to Order: Meeting was called to order by Chairman King at 6:30 pm, the Pledge of Allegiance was recited.
Verify Open Meeting Notice & Roll Call: Open meeting notice was verified. Chairman Maurice King, Supervisor Dennis Meis, Clerk Angie Lochinger and Treasurer Josie Napiwocki were present. 8 Town Resident\ Visitors.
Approval of June 29, 2017 Minutes: Supervisor Meis motioned to approve the June 29, 2017 Minutes as presented. Chairman King seconded. Motion passed 2-0.
Citizens wishing to Address the Town Board: None
Appointment to Fill Vacant Position of Town Supervisor for Term Expiring in April of 2019: Town residents Marcie Hintz and Dave Zdroik attended the meeting and expressed their interest in the open Town Supervisor position.
Chairman King motioned to appoint Dave Zdroik as Town Supervisor for the term expiring April 2019. Supervisor Meis seconded. Motion passed 2-0.
Dave Zdroik was then sworn in with the Oath of Office and began the Supervisor position effective immediately.
Bids for Chip Sealing Town Roads: Representatives from Fahrner Asphalt and A1 Services attended the meeting to discuss their bids for chip sealing. A1 Services bid came in approximately $5133.00 less than Fahrner Asphalt for the total project. There was some concern over A1 Services being new to the area for chip sealing. The Board discussed giving A1 Services a chance by giving them one of the five roads. A1 Services bid for North Reserve Drive is $22,967.00 with Fahrner Asphalt’s bid for the four other roads, Sunset Drive, Maple Drive, Bay View Circle and Eau Claire Road costing $94,818.00.
Supervisor Zdroik motioned to award the North Reserve Drive portion of the project to A1 Services and the other four portions of the project to Fahrner Asphalt Sealers. Supervisor Meis seconded. Motion passed 3-0.
Bids for Pulverizing, Paving, and Shouldering on Dewey Drive: Scott Schatschneider from American Asphalt attended the meeting to discuss their bid for pulverizing, paving and shouldering an additional ¼ mile of Dewey Drive from the Bridge to Torun Road. The bid is for $33,901.66.
Supervisor Meis motioned to approve American Asphalt’s bid for pulverizing, paving and shouldering of Dewey Drive. Supervisor Zdroik seconded. Motion passed 3-0.
Options for Moving Accounts to Investors Community Bank: Treasurer Napiwocki explained that Investors Community Bank offers significantly higher interest rates. The Board discussed pros and cons of moving any funds to Investors Community Bank and the option of just moving the Parks Fund.
Supervisor Meis motioned we move the Parks Fund to Investors Community Bank, leaving the rest of the accounts with Chase Bank. Supervisor Zdroik seconded. Motion passed 3-0.
The Need to Review/Update Existing Town Ordinances, Resolutions and Policies: Chairman King discussed the need to review and update our existing Town Ordinances, Resolutions and Policies. He suggested he and Clerk Lochinger go through these documents later this year to organize and update them.
Additional 2017 Road Work Projects: The Board discussed funds available for 2017 road work projects. Supervisor Meis mentioned there are a few more roads he feels need some chip sealing eventually, such as Birch Drive, Chippewa Trail and the other end of Dewey Drive as well as approximately a ¼ mile of Oakwood Drive off of Sunset Drive.
Purchase of Tools for Town Garage: Town worker Bill Hansen offered to sell the town a box of tools for $300.00. The tools are estimated to be valued at $500.00 - $600.00 or more.
Supervisor Zdroik motioned to approve the purchase of the tools at $300.00. Supervisor Meis seconded. Motion passed 3-0.
Treasurer/Clerk Reports for June: Treasurer Josie Napiwocki read the June Treasurer’s report, and June’s reports were reviewed and balanced.
Chairman’s Report: Chairman King reported the shoulder mowing is almost completed on all town roads. The dump is almost entirely cleaned out. Clerk Lochinger and Chairman King have been working with Jerry Fahrner on addressing and garbage & recycling for the condos. Mr. Fahrner is also in the process of getting a condo plat recorded by a registered land surveyor. The air conditioning will need to be looked at in the town hall as it continually runs when turned on. Lastly Chairman King met with the DNR about a culvert that will need to be replaced on Maple Drive before we chip seal. The DNR also looked at the Bridge on Dewey Drive and gave us the okay to fill it with riprap rock and to top it with blacktop.
Set Meeting Dates & Agendas: The next meeting is to be scheduled August 16, 2017 at 6:30 pm at the Dewey Town Hall.
Correspondence: The Board reviewed correspondence.
Approve and Pay Bills: Supervisor Zdroik motioned to approve and pay the bills. Supervisor Meis seconded. Motion passed 3-0.
Adjournment: Chairman King adjourned the meeting at 9:17 pm.
