Minutes- William Kolodziej read the minutes from the December 18th 2007 meeting. Dennis Meis motioned to accept the minutes. Gary Kolodziej 2nd the motion. Motion carried 3-0
Citizens wishing to address the Town Board The Town Assessor was present and discussed last years assessed values with some town residents. The Assessor will talk directly with residents.
Resolution 1-2008 Gary Kolodziej moved to authorize the Chairman to post the town roads as necessary. Dennis Meis 2nd the motion. Motion passed. 3-0
Operators License Dennis Meis moved to approve the operators licenses as presented. Gary Kolodziej 2nd the motion. Motion passed. 3-0
Goldenrod Lane Maurice King gave an update on Goldenrod Lane and Dewey Drive. Town will proceed with plans to make roads four rods wide.
Comprehensive Plan The board discussed the Town of Dewey Comprehensive plan. The Board will discuss the plan at next meeting.
Jerold Fahrner excessive assessment Gary Kolodziej moved to approve the payment of the settlement to Jerold Fahrner after consulting with the Town Attorney. Dennis Meis 2nd the motion. Motion passed. 3-0
Correspondence was reviewed.
Maurice King gave a brief report on Town activities. Fixed Grader.

Treasurers and Clerks reports for December were reviewed and balanced.

Wittry Tax Appeal Gary Kolodziej moved to have the Town Attorney discuss this issue with Wittrys attorney and get back to the Board. Dennis Meis 2nd the motion. Motion passed. 3-0
Mobile Home Park License Dennis Meis moved to approve the Mobile Home Park license. Gary Kolodziej 2nd the motion. Motion passed. 3-0
Road Signs Dennis Meis will check on rules and regulations regarding warning and regulator signs.
Comprehensive Plan The board reviewed and discussed possible changes to the Town of Dewey Comprehensive plan.
Correspondence was reviewed.
Maurice King gave a brief report on Town activities. Snowplowing, will rent brush mower in fall.

Wittry Excessive Assessment Maurice King moved to settle the excessive assessment claim by agreeing to $803,750.00 for the fair market value of the Wittry property. Dennis Meis 2nd the motion. Motion passed. 3-0
Animal Control Contract Dennis Meis moved to choose option number 2 on the dog contract. Gary Kolodziej 2nd the motion. Motion passed. 3-0
2007 Audit Dennis Meis moved to accept the 2007 financial report from the clerk and treasurer. Gary Kolodziej 2nd the motion. Motion passed. 3-0
Correspondence was reviewed.
Maurice King gave a brief report on Town activities. Snow plowing.
Treasurers and Clerks reports for January were reviewed and balanced.

Comprehensive Plan The Board and members of the planning commission discussed the plan and made some changes.

Maurice King gave a brief report on Town activities. Removed snow around buildings & servicing fire trucks.

2005 Mutual Aid Agreement Dennis Meis motioned to withdrawal from the 2005 Mutual Aid Agreement. Gary Kolodziej 2nd the motion. Motion carried 3-0
Resolution No.2-2008 (2008 Mutual Aid Box Alarm System) Gary Kolodziej motioned to approve Resolution No.2-2008 (2008 Mutual Aid Box Alarm System). Dennis Meis 2nd the motion. Motion carried 3-0
Southbound Entrance & Northbound Exit At Current Hwy X/I39 Ramps Dennis Meis motioned to send the letter wrote by the Chair to the DOT, legislators ex. Gary Kolodziej 2nd the motion. Motion carried 3-0
2nd Telephone line for computer/fax access No decision at this time.
Vote Tabulator Maurice King motioned to rent the model 100 with intent to purchase the model 200 vote tabulator. Dennis Meis 2nd the motion. Motion carried 3-0

Lilac Lane & Crane Road - Maurice King will look into.

Citizens wishing to address the Town Board Fire Chief brought information regarding burning. Members of the crowd pointed out their frustration with the Stevens Point Journal not publishing meeting agendas.
Communications for Town Hall, Fire Department and 1st Responders Maurice King moved to except the proposal for computer and communications present by Brian Lepper with further authorization to allow the clerk to upgrade computer and communications not to exceed $1000. Dennis Meis 2nd the motion. Motion carried 3-0
Portage County Subdivision Ordinance The board reviewed the proposed changes to the Portage County Subdivision Ordinance.
Portage County Zoning Ordinance The board reviewed the proposed changes to the Portage County Zoning Ordinance.
Certified Survey Map Gary Kolodziej moved to approve the proposed CSM for a land division on Chopper Farms property. Dennis Meis 2nd the motion. Motion carried 3-0
Paul Kolodziej, Jr. Subdivision Gary Kolodziej abstained. Paul Kolodziej provided information regarding a proposed subdivision. Maurice King pointed out some issues that will need to be resolved.
Town Comprehensive Plan The Planning Commission and the Town Board worked on the Town Comprehensive Plan.
Correspondence was reviewed.

Minutes- William D. Kolodziej read the minutes from the 2007 annual meeting. Leroy Pukrop moved to approve the minutes. Kevin Coleman seconded the motion. Motion carried 32-0 (only 32 present at minutes).
Review 2007 Financial report - William D. Kolodziej went through the financial report for the town.
Fire Department report- Leroy Pukrop went through the reports for the fire department.
First responders report- Brian Lepper then went through the first responders report.
Report on Equipment Maurice King stated that the equipment is in good condition. However, one truck is getting worn out and will need replacing soon.
Discussion on road work for 2007- Maurice King explained that Dewey Drive will be finished. Residents expressed interest in the Town paving more roads.
New Town Hall - A discussion was held regarding a new town hall. Opinions for and against were expressed. The board will look into costs of adding bathrooms to the existing buildings.
Hwy X Ramps The Board and residents expressed the need to contact legislators.
David Blaskowski moved to adjourn. Kevin Coleman seconded the motion. Meeting adjourned. 33-0

Logging Town property Gary Kolodziej will get information from foresters on logging Town property at intersection of Haymeadow Drive and Oakwood Drive.

Worker Wages and Benefits Gary Kolodziej moved to go into closed session. Dennis Meis seconded the motion. Motion passed 3-0

New Town Truck- A discussion was held on the possibility of purchasing a new Town truck. Maurice King moved to appoint Gary Kolodziej to head up a committee with Dennis Hintz, Ken Hintz and Mike Kurzinski to look into options for a new or used truck and plow. Dennis Meis seconded the motion. Motion passed 3-0
Road Construction A discussion was held on the possibility of increasing road construction. Gary Kolodziej moved to appoint Dennis Meis to head up a committee with Jerry Fahrner and Jerry Kizewski (if they are willing) to look into the possibility of increasing road construction. Maurice King seconded the motion. Motion passed 3-0
Town Hall Construction A discussion was held on the possibility of remodeling the existing Town Hall or building a new Town Hall. Dennis Meis moved to appoint Bill Kolodziej to head up a committee with Sarah Wisinski, Wayne Firkus and Stella Lewandowski on the possibility of remodeling the existing Town Hall or building a new Town Hall. Maurice King seconded the motion. Motion passed 3-0

Ordinance 2008-1 Board of Review Members Dennis Meis motioned to adopt Ordinance 2008-1 to amend the Municipal Code of the Town of Dewey, specifically Chapter 12, ordinance to appoint alternate members for the Board of Review. Gary Kolodziej 2nd the motion. Motion carried 3-0
Paul Kolodziej Sub Gary Kolodziej abstained from discussion. The Board and the Planning Commission reviewed the Preliminary Plat for Paul Kolodziej. Paul Kolodziej will bring proposal to the Planning Commission for review. The Chair will discuss this issue with Planning & Zoning.
Town of Dewey Comprehensive Plan The Board discussed the Town of Dewey Comprehensive Plan with members of the Planning Committee. The Planning commission will meet to update land use map.

Maurice King gave a brief report on Town activities. Cleaning cracks in preparation for crack sealing and seal coating.

Liquor Licenses Gary Kolodziej motioned to approve the liquor, cigarette, and operator licenses as presented. Dennis Meis 2nd the motion. Motion carried 3-0 Dennis Meis motioned to approve the following operators contingent on an acceptable background check: Melissa Mann, Danielle Ayer, Sidney Peterson, Elizabeth Robazek and Jennifer Sandor. Gary Kolodziej 2nd the motion. Motion passed 3-0
Wayne and Brian Kluck Gary Kolodziej motioned to support the proposed pond on the Wayne and Brian Kluck property. Dennis Meis 2nd the motion. Motion carried 3-0
Chippewa Concrete - Gary Kolodziej abstained from discussion. Maurice King motioned to support the Chippewa Concrete, concrete plant on the Paul Kolodziej Jr. property with the conditions that it will be specifically for the HWY 10 project, it will be removed when the HWY 10 project is complete, and that Chippewa Concrete provides flag persons at road crossings. Dennis Meis 2nd the motion. Motion carried 2-0

Citizens wishing to address the Town Board The building committee met before the town meeting. The Road committee met before the town meeting and they are ready to present a report to the town board. Gary Kolodziej mentioned that Jim Grezenskis forester has a proposal for the board to review.
Dewey Drive land acquisition Ed Losinski stated that he wouldnt have charged for the land if he would have been properly asked at the beginning of the project. Dennis Danczyk , Marie Simonson, and Barbara Krayecki all stated that they have no objections to the project. Maurice King mentioned the Robert Cwiertniak called him and stated that they would be unable to make the meeting but is in support of the project. Dennis Meis motioned to purchase land along Dewey Drive to make it a four rod road from North Reserve Drive to Willow Springs Drive at 2007 fair market value. The Town will cover all costs of land acquisition and the land owners will have no costs. Gary Kolodziej 2nd the motion. Motion carried 3-0

Mashuda Mine on Paul Kolodziej property Dennis Meis moved to recommend approval of the proposed extraction and processing of road base material exclusively for the HWY 10 project from the Paul Kolodziej property. Maurice King 2nd the motion. Motion passed 2-0 Gary Kolodziej abstained.
Recommendations for the Mashuda Mine on Paul Kolodziej property Maurice King moved to add the following conditions to the proposed conditions
1) All roads shall be kept clean 2) There should be three Seismograph sites: Tom Keen, Kolodziej farm house, and Pipeline. 3) Town must receive copies of seismograph reports after blasts, preblast well data and preblast building reports. Lake DuBay Slow-no-Wake Maurice King read information from DNR Staff. The board discussed possible ordinances with residents and visitors.
Resolution No. 4-2008 Dennis Meis move to adopt Resolution No 4-2008 specifically the Addition of Chapter 16, an ordinance to create slow-no-wake areas on Lake DuBay. Gary Kolodziej 2nd the motion. Motion passed. 3-0
Resolution No. 5-2008 - Gary Kolodziej move to adopt Resolution No 5-2008 to accept certified survey maps dedicating land for road right-of-way for Dewey Drive from North Reserve Drive to Willow Springs Drive. Dennis Meis 2nd the motion. Motion passed. 3-0
Francine Vaux Certified Survey Map The board reviewed the Certified Survey Map for Francine Vaux.
Truck Committee Mike Kurzinski presented information regarding used trucks. Based on long term value, the committee recommends looking for a new truck.
Building Committee William Kolodziej stated that the committee got estimates on building proposals. To add on to the existing building
$25,000; A new shell (no interior) about $25,000; A new towns hall would be around $250,000.
Road Committee Dennis Meis provided a report on road cost. The cost to reconstruct one mile of a blacktop road is $172,820. The cost to reconstruct one mile of a granite road with a double chip seal is $77,821. The cost to reconstruct one mile of a granite road to asphalt is $172,820.
Town Property logging Gary Kolodziej will call the County Forester to see if they can help with the timber sale.
Goldenrod Lane Gary Kolodziej moved to pursue certificates of dedication by purchasing the land needed to make Goldenrod Lane a four rod road. Dennis Meis 2nd the motion. Motion passed. 3-0
Garbage & Recycling Contract Maurice King will check into getting information on bids.

Barry Meister, DNR Warden, stated that a 24-7 restriction would be easier to enforce but the weekend and holiday restriction would be a good compromise. Barry Meister answered questions from the crowd and the crowd shared opinions. After much discussion, the no-wake area by the Tiki bar may be redefined. Maurice King motioned to tentatively approve Chapter 16, Slow-No-Wake Area Ordinance. Dennis Meis 2nd the motion. Motion passed 3-0
Comprehensive Plan Maurice King provided an update on the Comprehensive Plan.
Assessors Contract Todd Pauls explained the need for a revaluation.
2008 Road Projects Chip sealing should be done this week. Black topping should be done next week.
Truck Specifications Maurice King put together some specs but will have Marv and Ken complete.

Maurice King explained that the Town of Knowlton would like the Town of Dewey to table action until they have time to make some changes. Discussion regarding allowing possible future water ski show will be discussed with the DNR. Randy Falstad, DNR Warden, was present and stated that the DNR and Portage County Sheriffs Department both support the proposed ordinance.
