Call to Order: Meeting was called to order by Chairman King at 6:30 pm, the Pledge of Allegiance was recited.
Verify Open Meeting Notice & Roll Call: Open meeting notice was verified. Chairman Maurice King, Supervisor Dennis Meis, Supervisor Dave Zdroik, Clerk Angie Lochinger and Treasurer Josie Napiwocki were present. 6 Town Residents\Visitors.
Approval of November 15, 2017 Minutes: Supervisor Zdroik motioned to approve the November 15, 2017 Minutes as presented. Supervisor Meis seconded. Motion passed 3-0.
Citizens wishing to Address the Town Board: None
Jami Gebert, candidate for Portage County Executive, presentation to the town: Portage County Executive candidate, Jami Gebert, attended the meeting. She explained she is running for County Office because she believes in “building community through service”. Ms. Gebert’s campaign includes three main points:
• Growing and retaining our workforce.
• Strengthening long-term county fiscal planning and infrastructure.
• Improving quality of life by engaging and listening to citizens.
Discussion/Action on liquor license application for Rangeline’s Family Bar & Grille LLC, Cynthia Nievinski, President, Clint Nievinski, Agent: The board reviewed the new alcohol beverage license application for a Class “B” Combination Beer & Liquor License for Rangeline’s Family Bar & Grill LLC. Supervisor Zdroik motioned to approve the liquor license as presented. Supervisor Meis seconded. Motion passed 3-0.
Discussion/Action on Operator License: The Board reviewed an operator license application for Rangeline’s Family Bar & Grill. Supervisor Zdroik motioned to approve the operator license as presented. Supervisor Meis seconded. Motion passed 3-0.
Discussion/Action on partnering on the application for a grant for additional “broadband expansion” into the Town of Dewey: Chairman King met with a representative from Amherst Telephone Company to discuss broadband expansion in the Town of Dewey. Chairman King shared a map that was provided by the Amherst Telephone Company on locations in the Town of Dewey where they have already installed broadband, and where they plan on installing in 2018. Chairman King plans to check back with them in February or March to see where they are at that time.
Discussion/Action on the appointment of election poll workers: The board reviewed a list of the towns election workers provided by clerk Lochinger. Supervisor Zdroik motioned to approve the appointment of the election poll workers. Supervisor Meis seconded. Motion passed 3-0.
Update on Dewey Drive road project: The board discussed issues they have with the Dewey Drive project from Willow Springs to Torun Road. Supervisor Zdroik stated some of his concerns were divots in the road instead of a nice smooth layer. He also feels when they were doing passes, they didn’t seal the center correctly, leaving an opening which will allow water to get in and cause cracking. Supervisor Zdroik also stated there are too many rocks showing, a very rough finish and that the shoulders are not wide enough in all places. He feels the project should be overlayed or done over.
Supervisor Meis walked the entire road. He stated on the east end there are pockets in the road and its real rough in those spots. He agrees that the shoulders aren’t consistent. He also stated that near Torun Road it’s very rough.
Chairman King stated he met with Chris Loken from American Asphalt to discuss his concerns. Mr. Loken agreed the east end of the project needs to be redone. Chairman King would like to meet with him in the Spring to review what needs to be redone.
The board agreed to withhold the payment on this project until the concerns have been addressed to their satisfaction.
Treasurer/Clerk Reports for November: Treasurer Josie Napiwocki read the November Treasurer’s report, and November’s reports were reviewed and balanced.
Supervisor Zdroik motioned to accept the Treasurer and Clerk reports as presented. Supervisor Meis seconded. Motion passed 3-0.
Chairperson’s Report: Chairman King reported the town workers did some grading, sanding and salting as well as snow plowing. They have put in the snow fence poles and will be starting to put the snow fences up. They also called about renting a boom truck for brush cutting.
Set Meeting Dates & Agendas: The next Town Board Meeting is scheduled for Wednesday, January 17, 2018 at 6:30 pm at the Dewey Town Hall.
Correspondence: The Board reviewed correspondence.
Approve and Pay Bills: Supervisor Meis motioned to approve and pay the bills with the exception of the American Asphalt invoice until concerns on the Dewey Drive project have been addressed to the boards satisfaction. Supervisor Zdroik seconded. Motion passed 3-0.
Adjournment: Chairman King adjourned the meeting at 8:00 pm.
