Call to Order: Meeting was called to order by Chairman King at 6:30 pm, the Pledge of Allegiance was recited.
Verify Open Meeting Notice & Roll Call: Open meeting notice was verified. Chairman Maurice King, Supervisor Dennis Meis, Supervisor Dave Zdroik, Clerk Angie Lochinger and Treasurer Josie Napiwocki were present. 4 Town Resident\ Visitors.
Approval of July 31, 2017 Minutes: Supervisor Zdroik motioned to approve the July 31, 2017 Minutes as presented. Supervisor Meis seconded. Motion passed 3-0.
Citizens wishing to Address the Town Board: Doug Evica inquired when Oakwood Drive and Haymeadow Drive would be graded. Chairman King stated Haymeadow Drive had just been graded a week ago. Mr. Evica also asked about the status of the Bridge Inspection Report for the Haymeadow Drive Bridge. Chairman King stated he has not heard back from the County yet. Lastly Mr. Evica asked if the Board could change the order of the Agenda items, so that the Chairperson’s Report on Town Activities and Correspondence could be done before Paying Bills. Chairman King agreed this is a reasonable request.
Supervisor Meis mentioned the Boat Races will be this weekend at Bullheads Bar & Grill/ Rivers Edge Campground and the Fire Department needs volunteers to help out anytime between 11:00 am – 6:00 pm.
Discussion/Action on Bids for the Placement and Compaction of Road Base Material on Approximately 4,000 feet on Dewey Drive: The Board discussed a bid received from ConsTrucks Material & Excavating.
Supervisor Zdroik motioned to approve ConsTrucks bid for placement and compaction of road base material on approximately 4,000 feet on Dewey Drive at $1.35 a ton for 6,578 tons for a total price of $8,880.30. Supervisor Meis seconded. Motion passed 3-0.
Discussion/Action on IOH Permit Applications: Crop Production Services provided the Town of Dewey with Implements of Husbandry (IOH) permit applications for two rigs with their best guess as to the roads they will need to travel, anywhere from the last week of August to the second week of November. The possible routes include: Willow Springs Drive -Township line to Dewey Drive, Dewey Drive -Willow Springs Drive East to County Highway Y and Torun Road -Township line North to Dewey Drive.
Supervisor Meis motioned to approve the Implements of Husbandry permit application from Crop Production Services. Supervisor Zdroik seconded. Motion passed 3-0.
Discussion/Action on Amendments to the Employee Handbook: Chairman King proposed an amendment to the “Schedule of Benefits, No. 4 - Health Insurance”section of the Employee Handbook. This would offer full time employees health insurance after a 90 day probationary period or as negotiated at the time of hire up to $200.00 per month toward a full time Employees health insurance plan. The employee shall be responsible for obtaining the health insurance coverage and provide the bill to the Town to pay. Any additional premium will be deducted from the employees bi-weekly paychecks. The current version of the Employee Handbook offers health insurance through a Group Plan. The Board discussed this being outdated as they no longer have multiple full time employees.
Supervisor Meis motioned to accept the proposed changes to the Town of Dewey Employee Handbook, Schedule of Benefits, No. 4 - Health Insurance. Supervisor Zdroik seconded. Motion passed 3-0.
Discussion/Action on Health Insurance Coverage for Town’s Full Time Road & Maintenance Employee: Supervisor Zdroik motioned to approve health insurance coverage for the Town’s full time road & maintenance employee not to exceed the amount set in the Employee Schedule of Benefits. Supervisor Meis seconded. Motion passed 3-0.
Treasurer/Clerk Reports for July: Treasurer Josie Napiwocki read the July Treasurer’s report, and July’s reports were reviewed and balanced.
Supervisor Zdroik motioned to accept the Treasurer and Clerk reports as presented. Supervisor Meis seconded. Motion passed 3-0.
Set Meeting Dates & Agendas: The next meeting is to be scheduled September 20, 2017 at 6:30 pm at the Dewey Town Hall.
Chairperson’s Report: Chairman King reported Haymeadow Drive was graded and the some of the potholes were filled. The culvert was put in on Maple Drive. Rocks were dug out on North Reserve Drive and a soft spot on Dewey Drive was dug out and filled it back in. Black top patching has been done to prepare for the chip sealing projects, including Maple Drive, except for the culvert which needs to settle and will be patched next week, and North Reserve Drive needs a few more loads yet. Fahrner Asphalt will be wheel rut patching Sunset Drive. Lastly there will be a couple culverts put in later this week. One on Oakwood Drive and a couple driveway culverts on Republic Drive.
Correspondence: The Board reviewed correspondence.
Approve and Pay Bills: Supervisor Meis motioned to approve and pay the bills. Supervisor Zdroik seconded. Motion passed 3-0.
Adjournment: Chairman King adjourned the meeting at 7:57 pm
