April 22, 2017 Town of Dewey Board Meeting
Note: These are the proposed Minutes that will be approved at the next Board meeting.

Call to Order: Meeting was called to order by Chairman King at 9:00 am and the Pledge of Allegiance was recited.
Roll Call: Chairman Maurice King, Supervisor Dennis Meis, Supervisor Kristine Klish, Clerk Angie Lochinger, Treasurer Josie Napiwocki. 4 Town Residents\Visitors.
Approval of April 12, 2017 Minutes: Clerk Lochinger read the Minutes. Supervisor Meis motioned to approve the April 12, 2017 Minutes as read. Supervisor Klish seconded. Motion passed 3-0.
Citizens wishing to Address the Town Board: Jerry Kizewski asked why the tires and garbage behind the shed hasn’t been moved yet. Supervisor Meis explained they don’t have any road workers yet.
Jerry Kizewski asked Chairman King to explain a quorum. Chairman King stated that a quorum would be if two out of three Board members are together discussing Town business.
Jerry Kizewski asked Chairman King what his monthly wages are and why he had previously used the road budget to pay himself. Chairman King stated that the Chairman’s pay is $4,500 a year plus a $50 per meeting per diem. He went on to explain that he had learned from WI Towns Association District meetings that you need to spend a certain percentage of money in your road budget in order to be eligible for state aids or the aids will be lowered.
Jerry Kizewski asked if Chairman King plans on having 2 meetings a month again? Mr. Kizewski stated that he feels it can get to be a waste of Town money paying all the Board members, Clerk and Treasurer per diems for two meetings a month if it’s not necessary.
Sandy Meis announced they have one to two positions open on the Planning Commission.
Supervisor Meis stated he received two donations again from the Lake du Bay Lions Club. One is for the Fire Department in the amount of $250. The other is for the First Responders for $300.
Supervisor Meis stated he went to check out a wash out on Dewey Drive this week right next to the Bridge. He feels the best solution is to put blacktop in there.
Supervisor Meis also mentioned a call he received about the culvert on Oakwood Drive sticking up in the air. He did a temporary fix but this will need to be looked at when the Board does their road inspection. Supervisor Meis also received calls about trees down on Pioneer Road and about pot holes on Sunset Drive.
Clerk Lochinger stated Deb Lassa stopped by the Town Hall during the week and had asked when Birch Drive and Hay Meadow Drive would be looked at to have some road work done.
Doug Evica suggested we add a little bit of pitch to our roads when grading so they will last longer. Mr. Evica also mentioned the gravel roads seem to be getting wider over time as we keep adding gravel and it just floats off to the sides. He feels we are wasting road material this way.
Updating or Replacing Outdated Computers & Printers: The Board discussed replacing the outdated town computers and printer. Treasurer Napiwocki explained she has been using the old laptop and the operating system will soon be obsolete. She also stated the office computer is no longer working at all, and the office printer has an LCD touch screen that is fading and getting hard to see.
Supervisor Meis motioned to approve Josie purchase two computers, a printer and also an antivirus program if not included with the computers. Supervisor Klish seconded. Motion passed 3-0.
Hiring Temporary Town Road & Maintenance Employees: Chairman King requested authorization to hire some temporary road workers to get started on grading as soon as possible. He explained he would like to get going on this right away as advertising and reviewing applications to hire for regular road & maintenance workers will take some time.
Supervisor Klish made a motion to hire temporary road workers. Supervisor Meis seconded. Motion passed 3-0.
Hiring Full and/or Part-Time Town Road & Maintenance Employees: Chairman King suggested we advertise to hire full and part-time road & maintenance workers. The Board discussed our neighboring Towns and how many road workers they have.
Supervisor Meis motioned to post for full and part-time help. Supervisor Klish seconded. Motion passed 3-0.
Treasurer/Clerk Reports: Treasurer Josie Napiwocki read the March Treasurer’s report, and March’s reports were reviewed and balanced.
Supervisor Klish motioned to approve the Treasurer and Clerk reports as presented. Supervisor Meis seconded. Motion passed 3-0.
Chairman’s Report: Chairman King reported he is looking to get some workers hired. He stated the number one priority is getting the roads graded. Chairman King also mentioned that Chief Leroy Pukrop would be helping to get the plows and the sanders off and getting the boxes washed.
Correspondence: The Board reviewed correspondence.
Approval of Payment of Bills: Supervisor Meis motioned to approve and pay the bills. Supervisor Klish seconded. Motion passed 3-0.
Set Meeting Dates & Agendas: The next meeting will be road inspection meetings held on Wednesday, April 26, 2017 & Thursday, April 27, 2017 at 8 a.m. starting at the Dewey Town Hall.
There will be a Town of Dewey/ Town of Guenther joint meeting on Thursday, May 11, 2017 at 9:00 am at the West End of Birch Drive (Joint Section).
There will also be a Town meeting on Thursday, May 11, 2017 at 10:00 am at the Dewey Town Hall.
Adjournment: Supervisor Meis motioned to adjourn. Supervisor Klish seconded. Motion passed 3-0. The meeting adjourned 10:43 am.
