Call to Order: Meeting was called to order by Chairman King at 6:30 pm, the Pledge of Allegiance was recited.

Verify Open Meeting Notice & Roll Call: Open meeting notice was verified. Chairman Maurice King, Supervisor Dennis Meis, Supervisor Dave Zdroik, Clerk Angie Lochinger and Treasurer Josie Napiwocki were present. 5 Town Residents\Visitors.

Approval of March 20, 2019 Minutes: Supervisor Zdroik motioned to approve the March 20, 2019 Minutes as presented. Supervisor Meis seconded. Motion passed 3-0.

Citizens wishing to address the Town Board: Supervisor Meis shared information he learned at a seminar he attended about items such as crack sealing, chip sealing, fog sealing and road preservation budgeting. He also reported the clutch is sticking on the tractor and will need to be repaired, and the brushes will need to be replaced on the sweeper. He also discussed suggestions for the town road workers use of time, and requested next year it be an agenda item to discuss the permits issued on posted roads with weight limits prior to issuing them.

Review quotes for road base material, granite and road work equipment: The board reviewed and discussed price quotes received for road base material, granite and road work equipment. Quotes will be filed for use throughout this construction season.

Bids for crushed granite delivered: The board reviewed two bids for crushed granite delivered for Haymeadow Drive – starting at the intersection with Oakwood Drive going south for approximately 2.5 miles (up to the bridge). Representatives from Ladick Road Materials and Red Rock Granite, Inc. attended the meeting to discuss their bids.

Supervisor Meis motioned to accept the bid from Red Rock Granite, Inc., at a cost of $8.37 per yard, for crushed granite delivered. Supervisor Zdroik seconded. Motion passed 3-0.

Bids for chip seal work: The board reviewed two bids for chip seal work on portions of Sunset Drive, DuBay Drive, Pioneer Road and Republic Drive. A representative from Fahrner Asphalt Sealers, LLC attended the meeting to discuss their bid and answer questions. A bid was also received from Scott Construction, Inc.

Supervisor Meis motioned to accept the bid for chip seal work from Fahrner Asphalt Sealers, LLC at a cost of $79,961 with the possible inclusion of sweeping for an additional $3,500. Supervisor Zdroik seconded. Motion passed 3-0.

Application to borrow money from the BCPL State Trust Fund for the repairs and insulation work on the town garage roof: Supervisor Meis motioned to make application to borrow $36,500.00 from the BCPL State Trust Fund for the repairs and insulation work on the town garage roof. Supervisor Zroik seconded. Motion passed 3-0.

Resolution to borrow from the Trust Funds of the State of Wisconsin the sum of $36,500.00 for financing the repairs and insulation of the town garage roof and to levy upon all taxable property within the Town of Dewey a direct annual tax for the purpose of paying interest and principal on the loan as they become due: Supervisor Zdroik motioned to borrow from the Trust Funds of the State of Wisconsin the sum of $36,500.00 for financing the repairs and insulation of the town garage roof and to levy upon all taxable property within the Town of Dewey a direct annual tax for the purpose of paying interest and principal on the loan as they become due. Supervisor Meis seconded. Motion passed 3-0.

Purchase of signs for ATV/UTV routes: The board discussed which signs will need to be purchased for the ATV/UTV routes.

Supervisor Zdroik motioned to approve the purchase of the required signs for the town’s ATV/UTV routes. Supervisor Meis seconded. Motion passed 3-0.

Closed session: Supervisor Meis motioned to enter into closed session pursuant to Wis. Stats. Section 19.85(1)(g) to discuss potential litigation with the town attorney, specifically related to a road chip seal matter on North Reserve Drive at 8:00 pm. Supervisor Zdroik seconded. Motion passed 3-0.

Enter into open session following closed session: Supervisor Zdroik motioned to enter into open session following closed session, for possible action on matter discussed in closed session at 8:35 pm. Supervisor Meis seconded. Motion passed 3-0.

Supervisor Meis motioned to authorize a lawsuit consistent with concepts discussed in closed session. Supervisor Zdroik seconded. Motion passed 3-0.

Updated Town of Dewey Drug and Alcohol Testing Policy: Chairman King provided copies and explained updates made to the Town of Dewey Drug and Alcohol Testing Policy.

Supervisor Meis motioned to approve the Town of Dewey Drug and Alcohol Testing Policy as presented. Supervisor Zdroik seconded. Motion passed 3-0.

Correspondence: The board reviewed correspondence.

Set Meeting Dates & Agendas: The next Town Board Meetings are scheduled for Wednesday, April 24, 2019 at 6:30 pm and Wednesday, May 15, 2019 at 6:30 pm at the Dewey Town Hall. The Annual Town Meeting is scheduled for Tuesday, April 16, 2019 at 6:30 pm at the Dewey Town Hall.

Approve and Pay Bills: Supervisor Zdroik motioned to approve and pay the bills. Supervisor Meis seconded. Motion passed 3-0.

Adjournment: Chairman King adjourned the meeting 8:56 pm.
